Windows application x64 or web application x64 that is using Microsoft Jet

Symptoms
Error: The 'Microsoft.Jet.OLEDB.4.0' provider is not registered on the local machine.

Cause
There is not a 64 bit version of Microsoft Jet.

Workaround
Windows application: change the target cpu to x86 in the advanced compiler options
Web application: Application pool -> Set Application Pool Defaults -> Option Generals -> Enable 32-bit Applications
